We’re happy to report that, despite federal headwinds, there are several exciting new local clean energy and electrification programs launching in the Portland area this coming year:
Energy Friendly Homes Program
This PCEF-funded program will deliver funds for 3,100 home energy upgrades in Portland over the next five years. Eligible participants are owner-occupied, low-income, moderate-income, and renter-occupied households. Upgrades may include weatherization and installation of high-efficiency heat pumps and heat pump water heaters. Learn more at energyfriendlyhomes.com
Energy Trust Portland Solar Access Program
Launching in 2026, this PCEF-funded program will help lower income families install rooftop solar. Keep posted about updates at energytrust.org
Portland Rides
PCEF’s e-bike rebate program will be kicking into gear in Spring of 2026. The program will make e-bikes more affordable for low- and moderate-income households. Learn more at portlandebikerebate.com
Oregon’s Home Energy Rebate Program
The HOMES and HEAR programs will offer direct rebates to install energy efficient appliances and perform other home energy upgrades. ODOE was awarded the funds and has been designing the program, and anticipates launching in spring of 2026, pending U.S. DOE’s approval. PROPOSED: PCEF-funded initiative for no or low-interest financing for energy improvements
PCEF is proposing an amendment to its Climate Investment Plan that would allocate $10 million for an initiative to provide low-interest financing for home energy improvements. We’re very excited about this potential initiative—it would be so impactful to have local, low- or zero-interest financing available for people to install energy-efficiency upgrades like heat pumps, solar, heat pump water heaters, and insulation.
